Interagency Teams
Washington County agencies began combining resources in 1993 in the form of interagency teams. The move provided cost effective and efficient service to the community, eliminated duplication of efforts, and provided a higher level of investigative skills to others. It was also beneficial to smaller agencies that lacked the manpower or expertise. The following is a brief summary of these multi-agency or interagency units and their functions.
Field Servies and Investigation
Tactical Negotiations Team
The Tactical Negotiations Team (TNT) consists of highly-trained and skilled individuals from several county police agencies who are called upon to handle incidents that pose a significant risk or threat to the safety of citizens and/or police officers. Team members train to maintain the "tactical edge" that is required for this dangerous mission. This training includes the latest techniques on handling hostage negotiations and rescue, barricaded subjects, and high risk warrants service.

Crash Analysis Reconstruction Team
Referred to as CART, this interagency team is composed of technically trained accident reconstruction experts. They respond on a call-out basis to agencies that request their expertise, whenever there is a fatal or serious injury accident involving criminal culpability. The Team's proficiency in laser diagramming proves to be extremely valuable at major crime scenes.

Gang Enforcement Team
The Interagency Gang Enforcement Team (IGET) exists for the purpose of tracking, monitoring, and documenting suspected gang affiliates within Washington County. The Team investigates gang related incidents, as necessary, and provides assistance and expertise in the area of gang enforcement.
Members of IGET continue to pursue their knowledge in the area of gang enforcement by participating in classes held throughout the state on topics that covered extremist groups, hate groups, outlaw biker gangs, eco-terrorists, and other gang related topics. They then use this information to educate the public and law enforcement. IGET presents several educational classes to different police agencies and members of the community
IGET is continually working with business owners and apartment complex owners/managers in an effort to suppress gang affiliated activity at and around their properties. These efforts will go a long way to enhancing the livability and safety in our city.
The Team continues to direct its energy into contacting and enforcing action against gang affiliates and suspected gang affiliates. The challenge is to bring all the county police agencies together in an information-sharing environment. It has been shown time and again that the gang affiliate in one area has ties to other, outlying areas. If the agencies within the county can share that information with each other, the citizens of the entire county will benefit.
Westside Interagency Narcotics
Police agencies within Washington County formed the WIN Team in 1993 after recognizing the need for and benefit of a cooperative effort in the investigation and enforcement of drug laws. Hence, the Team's mission is to target low- to mid-level drug traffickers in and around the Washington County area, and to enforce all drug laws.
WIN Team members provide training in the areas of clandestine drug laboratory activity and recognition, basic drug identification, and symptomology of drug use. They also receive continued training including clandestine laboratory processing school and clandestine laboratory site safety.
This training proves particularly valuable as clandestine methamphetamine laboratories within the county are increasing. Methamphetamines have become the most aggressively harmful drug affecting Washington County citizens - physically, economically, and environmentally.
The processing of these sites requires extensive resources and personnel hours, and is extremely dangerous to those involved in the dismantling and cleanup of the sites. WIN members certified for cleanup of clandestine laboratory sites are required to don self-contained breathing apparatuses as well as fire and chemical retardant suits before entering and processing the sites. The manufacturing of methamphetamine produces by-products that often contain carcinogenic chemicals and dangerous toxins.
The WIN Team intends to continue cultivating partnerships with other task forces, federal agencies, and members of the public and private entities, for purposes of seeking out and dismantling drug trafficking organizations. Team members endeavor to enhance the technology available to them, and their knowledge base, to keep up with the ever-changing landscape of the clandestine drug marketplace.

The primary focus of the unit is on crimes and the concerns of those who use TriMet. The ultimate goal is to support the TriMet Transit Division in its endeavor to provide a safe and efficient mass transit system for the Metropolitan Area.
